突發公共事件人力資源信息應急保障初探

摘要： 大數據時代的到來給人力資源應急管理帶來了新的挑戰與發展。此背景下，在人力資源領域持續擴大基礎數據規模，合理利用數據驅動決策可有效提升人力資源應急管理效能，而加強其中伴隨的信息保障能力不可或缺。通過探索數據驅動的人力資源信息應急保障方法，初步提出了信息應急保障的簡易體系框架，為開展人力資源信息應急保障的研究與實踐提供借鑒。

Abstract： The arrival of the era of big data has brought new challenges and development to the emergency management of human resources. In this context, the continuous expansion of the scale of basic data in the field of human resources and the rational use of data-driven decision-making can effectively improve the efficiency of human resources emergency management, and it is indispensable to strengthen the accompanying information support ability. This paper explores the datadriven information support method of human resources emergency management, and initially puts forward a simple system framework of the corresponding information support, aiming to provide reference for the research and practice of human resources emergency information support.

引言
大數據技術的應用和發展是實現應急管理現代化的重要支撐［1］，隨著應急管理實踐不斷豐富拓展，數據的規模性（Volume）、多樣性(Variety)和高速性(Velocity)不斷增長，人們也逐漸從數據視角獲取更多新認知、新方法，包括對突發公共事件的應急響應指標構建［2］、災害管理效果評估等［3］，并開始從海量數據中發現問題、思考問題，逐步形成模糊化、相關性和整體化的思維方式［4］。其中，數據的快速收集、分析、決策和反應機制，使其對突發公共事件中群體行為的預見性更強、準確度更高，應用領域也更廣，在山洪災害監測、城市燃氣管道泄漏預警、地震災區人員搜救等方面均有所體現。與此同時，也存在一些要素影響突發公共事件的信息應急保障，影響信息保障的要素一般包括政策和機構、管理與組織、信息和技術以及環境等［5］。本文通過探索數據驅動的人力資源信息應急保障新方法，初步搭建了信息應急保障的體系框架。
